SAN FRANCISCO (S&P Global Ratings) Feb. 15, 2018–On Feb. 14, 2018, Illinois Governor Bruce Rauner presented his fiscal 2019 budget proposal to the General Assembly. The budget foresees a small general funds surplus materializing in fiscal year 2019.
