City of Annapolis, in which Mr. Bailey finally threw up his (cuffed) hands and sued the City of Annapolis Police Department after he was – once again – pulled from his truck and arrested for a crime he did not commit. And how do we know that he did not commit the crimes in question? So glad you asked. The reason is that each of the crimes in question was in fact committed by the OTHER James Elmer Bailey who was also born on 10/15/62 and also lived in the same town. Mr. Bailey was sometimes able to convince the arresting officers that they had the wrong man but, at other times, the one foot difference in height, the 100 pound difference in weight, and the completely different skin color were chalked up to, you know, ordinary discrepancies in eyewitness recollections. While “Kafkaesque” is perhaps tossed around a bit lightly, you know the real thing when you see it.
